The 1,919 voters will be called to vote on Sunday, 27 September, at the prefecture of Eure.

What are the senatorial elections?

Senate elections allow an electoral college (approximately 78,000 people, of whom 90% are municipal councilors, including 1,919 for the department of Eure) to elect senators for a six-year term, renewable. This electoral college comprises senators, deputies, regional councilors elected in the department, departmental councilors (or councilors from similar collectivities with special status), and delegates from municipal councils.

The number of senators varies according to the population of the constituency, and the Senate election procedure varies depending on the number of seats allocated to the department. In departments electing:

– one or two senators, the election takes place by a two-round majority voting system;

– Three or more senators to be elected: the election will be conducted by proportional representation, applicable to the department of Eure.

Applications for candidacies will be submitted from 7 to 11 September at the prefecture.

Electoral reserve period: the concerned prefectural body

Due to the triennial renewal of the Senate, which will take place on 27 September 2026 in the departments of series No. 2 listed in Table No. 5 attached to the electoral code, an electoral reserve period applies to public gatherings or ceremonies that may have a pre-electoral character, from Tuesday 1 September to Sunday 27 September inclusive.

This rule does not apply to traditional ceremonies held at the local level to commemorate a specific event, nor to wreath-laying ceremonies organized during this period of electoral reserve in connection with the assumption of office by a prefect or a sub-prefect.

This means that, for all events taking place during the electoral reserve period—namely from 1 to 27 September—that involve candidates in the Senate elections, members of the prefectural body may neither attend nor deliver speeches.

Electoral reserve period: what about departmental elected officials?

During the electoral reserve period, local elected officials may not use any public resources (municipal newspaper, town hall website, etc.) to promote a candidate or a record for electoral purposes.

However, elected officials are not subject to the same obligations as prefectural staff and public servants during the electoral reserve period. In this context, they may organize and participate in events with neutral and informative content, provided no reference is made to the upcoming election or to the projects they intend to pursue after the elections.

However, from the day before the vote, starting at 00:00 on Saturday, 26 September, it is prohibited to:

1° Distribute or cause to be distributed ballots, circulars, and other documents;

2° Broadcast or cause to be broadcast by any electronic means of public communication any message having the character of electoral propaganda;

3° Conduct, by automated or non-automated means, mass telephone calls to voters in order to encourage them to vote for a candidate;

4° Hold an electoral meeting.

To help municipalities respond more quickly to episodes of intense rainfall and flash floods, the State has made **Vigicrues Flash** available to them since 2017. This service provides real-time flood monitoring and alerts.
