CASI Plan in the Somme

Following a spring and summer marked by heatwaves and droughts of exceptional intensity, the Minister of Agriculture, Agri-Food, and Food Sovereignty, Annie Genevard, announced on September 4 the CASI plan (Climate, Adaptation, Drought, Fires). This national plan aims to swiftly compensate agricultural holdings for losses incurred, support their cash flow, and enable the resumption of production in preparation for the upcoming campaign.

An exceptional situation in the Somme

In the department, potato yields are estimated between 9 and 35 t/ha, with 25 to 35% of tubers too small to be marketed. Industrial peas have lost 18% of their tonnage, and the first maize silage harvests have reached only 8–9 t of dry matter per hectare, compared to an average of 15 t/ha.

From mid-August, Prefect Rollon Mouchel-Blaisot visited the vegetable and sugar beet sectors, which have been severely affected by leaf loss and reduced yields. He also convened three water resource committees to adjust restriction measures, and will launch this autumn, together with the Departmental Council, a departmental water plan including an agricultural component.

Six measures to support farms

1. Accelerate compensation for losses — National solidarity compensation (ISN) is being activated with shortened timelines. The cap on advance payments for insured operators increases from 70% to 80%.

2. Reduce burdens: Exemptions from non-built-up land tax in the Somme: 70% for meadows and market gardening, 40% for orchards and SCOPs (drought), up to 100% for SCOPs in municipalities affected by hail. Individualized payment plans are possible via the MSA.

3. Support cash flow: A national fund of €235 million provides a flat-rate aid of up to €10,000 per operation, with special attention to newly established operators. First disbursements starting in October. The fertilizer counter and support for GNR are extended until 31 December 2026.

4. Permanent offices in sub-prefectures: DDTM, DDFIP, MSA, and the agricultural chamber welcome farmers to simplify their procedures through a single-window service.

5. Facilitate new installations: Simplified procedures and personalized support for new operators; 63 assisted installations in the Somme in 2025.

6. Adapt agricultural contracts: In case of exceptional climatic events, the Égalim law allows suspension or adjustment of contractual commitments with the agri-food industry and large retail, without penalties for producers.
