| The ministerial decree of 16 July 2025 regarding the management of DNC has been amended as follows: "Prohibition of movement of bovines not properly vaccinated (i.e. vaccinated at least 28 days ago) within the vaccinated zone, except for transport directly to the abattoir, provided there is no break in the load." |

The decree of 16 January 2026 establishes vaccinated zone ZV II.

The department is now in vaccinated zone (referred to as “blue zone”): Movement of bovines out of this zone to free zones is thus facilitated.

Within this zone, now designated as a vaccination zone, vaccinated cattle may now circulate freely. Furthermore, cattle are permitted to leave this zone to join the rest of the disease-free territory, provided they are vaccinated and have passed a favorable veterinary examination—this was previously strictly prohibited.

Finally, cattle may now enter this zone—for example, to repopulate former infection sites. They must be vaccinated upon arrival and remain in the zone for at least 28 days.

Movements of cattle from vaccination zones in France:

Movements of bovines that have been properly vaccinated from a vaccinated zone to an officially free zone in France are permitted under certain conditions, including a health pass (see technical instruction 2025-689, annex 3).

Health pass applications must be submitted exclusively online via the "démarche numérique" website. Below is the link to the procedure:

<https://www.jura.gouv.fr/Demarches/DDETSPP39-DNC-Laissez-passer-sanitaire-mouvement-bovins-ZONE-VACCINALE>

All health pass applications must be submitted at least 48 hours before the animals' departure.

The conditions for movement to a farm located in a free zone in France are as follows:

* Clinical examination of the bovines in the shipment and of the epidemiological unit by a veterinary health officer 48 hours prior to movement;

* Holding for at least 28 days within the origin farm;

* Bovine vaccination against BSE for at least 28 days prior to shipment and for the epidemiological unit, or calves born to mothers who were properly vaccinated;

* LPS issued by the DDETSPP.

Conditions for shipment to a slaughterhouse in a BSE-free zone in France:

Direct transport without break of load starting from exit of the vaccinated zone, and slaughter of bovines within 24 hours.*

For any practical questions regarding BSE, please contact the DDETSPP of Jura, Service Santé Protection Animales et Environnement, by email [ddetspp-dnc-pp@jura.gouv.fr](mailto:ddetspp-dnc-pp@jura.gouv.fr)
